Yep, they weren't going to slow down in that part of the race, it was an idiotic comment by the announcer and shows a real lack of understanding basic elite racing
You’re absolutely wrong. Obiri increased the pace for about a lap (she was the one who surged, not the Americans a lap later) and the Americans were dropped, and then Obiri gave up the lead and nobody wanted to keep the pace going, so the Americans regained contact. This is not uncommon in tactical championship racing.
