Because they have a National Olympic Committee recognized by the IOC and the US considers them a self-governing entity with control over military and foreign policy. It's also not a new thing -they've competed on their own since 1948. Moreover, there are nine other "athletic" countries in the Olympics that aren't countries in the geopolitical sense and four more countries that are not recognized as such by the UN.

There are many of these half nations competing
In North America - Puerto Rico, US Virgin Islands, British Virgin Islands, Bermuda, Aruba and Cayman Island have teams. In the Pacific - Cook Islands, Guam, Marshall Islands, Solomon Islands and American Samoa have teams
Despite this, similar non-sovereign territories such as Gibraltar, French Polynesia, Niue, New Caledonia, Northern Mariana Islands, Anguilla, Montserrat, and Turks & Caicos Islands are not represented at the Olympics. Mens 100m finalist Zharnel Hughes (DQ) is from Anguilla in the Carribbean but racing for Great Britain.
Taiwan is not internationally recognized but has its own team. Hong Kong represents itself but Macau - which has identical status, doesn't. Confusingly Macau does have a team in the Asian Games.

The US craps all over PR, so I have no issue with PR acting like its own country. Heck, Texas and Wyoming are pretty much anti-US, and we allow them to call themselves American.
The bigger problem I see is people who are competing for Liberia, for example, though born in the US and attending US schools and colleges until deciding to compete for the country their parents are from.

The rest of the world takes issue with the US pulling a similar tack and getting overseas soccer players with loose US connections to commit to the US. It is what it is, and I am confident they do not care what you think.
