It is different in the steeple, the height there is not so important and as the waterjump is the same, this one is actually "too hard" for the women. But the women's hurdles used to be 80m until the late 60s or so and with women getting into all the men's events such as pole vault etc. I think such changes would not be inappropriate. Men are not on average 9 inches taller (globally on average it is almost exactly half of that 4:.5 inches; this is not the only relevant measure, of course) and I would not quibble about an inch more or less but one only has to watch the men's 110m and the women's 100m to see that it is very relevant and making the latter much less of a challenge. The 100m hurdles should be like the men's 400m (36"/91,4 cm) and the 400m women 31" or 32". The steeple is less important.
