In high school my long run was 60-70 minutes
The athletes that I coach who have run 1:49, 150, and 3:43 (1500m) run anywhere be 10-14 miles.
High school females generally 60-70 minutes
1500, usually 75 - 80 mins at peak. Maybe 85 to 90 if someone makes me or I get lost.
When racing heavily usually 60 mins and as low as 45 mins which is basically cutting the long run out.

I guess that rule only is relevant if you are running singles. If you are doing 14 runs a week than 10-15% of volume probably qualifies as a long run.
I was a 5-10k runner. I ran a 15-18 miler every other week.
