In the '60s and '70s, judging was mostly based on perfect technique; routines were quite similar and a difficult routine was judged essentially the same as a mediocre one. In later years (as has been explained to you ad nauseam) difficulty/innovation/athleticism was factored in along with technique.
Could Simone Biles have been competitive in the '60s and '70s? Perhaps, as she actually has extremely good technique and precision when she isn't pushing the limits of gymnastics.
Could Nadia Comaneci have performed a Yurchenko double pike? No. Absolutely not. Few men can perform it and no other woman has ever even attempted it in competition.
