Why can't someone get them to sponsor the Diamond League?
"Up to" are the key words here.
Basically they could spend $1 or $40 million annually. You never know....
It's kind of like those companies that promise they could bring up to 500 employees to (city/county/town). Basically looking for the handout/the tax break/grant/etc. In reality, rarely does it happen where they actually hire that many.

Except that event sponsorship vs. government deals for tax breaks are not related in any way. I get having a soap box on tax breaks, but please...

TCS is part of Tata conglomerate. Hence if they say upto $40 millions, they mean $40 million. If they spend $1 million while promising upto $40 million, Tata board will not be happy with them. Look at the history of ethics in Tata companies. Besides the current Tata chairman runs marathon himself and has a very soft spot for running events!
