I'm not sure what the criteria for being underrated is here, but I'll say that I never thought about upstate New York much until my kids went to school there and I got to know it. I became a big fan. I think Virginia is overlooked as well but there is a redneck factor to deal with in some of the most scenic bits.
I'm always surprised more people don't flock to Wyoming (especially conservatives) No state income tax, low population i.e. not crowded. They have a lot of outdoor activities plus a solid national park. it's slightly underrated in my opinion. I'm not saying it's great but probably a bit better than people think. I lived there for a year.
I would never overate where I live. Iowa is a s-thole.
Alaska. It's hella cold. Maybe 2 million visitors a year - 3 tops. Although they've got the Northern Lights, it seems like more tourists wanna visit Iceland instead. Definitely underrated.

The only desirable states are New England and New York.
Portland, ME seems very nice and virtually never comes up among good places.
