It's hard for me to form an opinion on this without seeing a direct frontal or rear view. From the side, she is showing the lower half of her butt, which to me is not offensive. I'd draw the line (no pun intended) with a thong in the rear, or defined Camel foot in the front. But seriously, where is the line actually drawn? Is there an official size limit regarding too much exposure?

People say stupid stuff all the time and if you are out in the world accomplishing stuff you need to let some of it go, grow some thicker skin - unless you are just milking the moment for all the insta-tok attention you can get.
Looks normal to me. If the official wasn’t going to enforce some rule they should’ve just kept their mouth shut.

What a dumb post.
As a guy, there are many things for me to think about at a track meet, and I am not at this athlete's level.
Comments on my competition clothes that impugn my judgment or make implications about sexuality are not among those things. Especially from the officials charged with ensuring fair play.
Women shouldn't fact this garbage.
My question is, "why is she a Paralympic athlete?"

Looks good to me. The best thing about the Olympics is all the beautiful women of different countries and races. Then all the different body types each sport has. Freaking amazing

I'm sure that's what all the sponsors are thinking as well. Many more males (and females as well) will surely tune in to watch elite female athletic events if their uniforms are skimpy, as they have some of the sexiest bodies on earth. Exposing these bodies can only boost viewership.

CORRECT!
Officials are there to officiate and enforce rules. If there was not a rules violation (and it appears there was not), then this idiot judge should have kept her trap shut. Not her place. She should be reprimanded at a minimum for saying anything to an athlete about what they are wearing if there is no rules violation.
