After just running two nighttime legs at The Calistoga-Santa Cruz Relay over the weekend, I highly recommend the Petzl Tikka Plus. It was comfortable and bright enough. I sweat a ton and it only slipped once in 8+ combined miles of 10k pace. I was able to adjust easily and it didn't move again. It's right in your price range and available at rei.com.

The tikka plus is good. I own it and have ran with it. Anthoer one that is possibly better is the "Princeton Tech - Scout"
It's lighter and has a very high output. Google it and you will find many companies have it at half the price of the tikka.
Several weeks ago, I posted a similar question in a thread titled, "Best Headlamp For Running". Based on the advice I received as well as checking them out in my local store, I bought the Black Diamond Moonlight ($29.99).
I have been using it for over a month on my early morning runs in a local park and have been very pleased. The Moonlight weighs around 3 oz. and seems to stay put very well. It has 4 settings (high, med, low, and strobe). Battery life is noted to be 70 hours on the high setting. The Moonlight does not allow you to fix the light in a direct beam, but rather it scatters the light outward.
I find that I can run comfortably at a 6:30 pace on the high setting, but I do run a route that I am very familiar with so I generally know the location of obstacles.
It took some getting used to running with the lamp on at first. It almost gives you the sensation that you are wearing a pair of glasses. Only downside is the periodic critter whose eyes light up when the beam hits them as well as scaring some pedestrians from time to time.
I wear the Tikkia Plus for running when it's really dark outside. It's mostly to avoid stepping on something in road and turning an ankle. It's nice in that it fits on your wrist as well. I wear a very minimialist hat with the light, and it stays in place perfectly.
I looked at the Black Diamond, but it took some odd battery, if I recall correctly.
Petzl Tikka gets my vote too.
I like to use the sun myself. Sometimes the full moon works but is not as reliable.

The Black Diamond Moonlight uses 3 AAA batteries.
You guys bust balls when someone cops to running a measly 2:30 marathon or 15 minute 5k, but when someone asks about wearinga friggin' headlight on the middle of their forehead suddenly it's time for legitimate, well thought out and helpful answers. A headlight - on his forhead.

I use the princeton tec blast model, only $10, but it has no straps or headband, instead it has a clip so you have to wear a baseball cap and clip the light to the bill of the cap. I actually find this to be less of a hassle than a headband, which seems to slide all over the place unless you strap it on tight as a tourniquet. Some models, like the black diamond moonlight, add an over-the-head strap to try and stabilize things, at that point you might as well be wearing a cap.
It runs on two AAA batteries, I use rechargeables which last the length of one or two runs before they need to be juiced up again. Extremely bright xenon bulb, I find the LED lights to be too dim.

I was thinking this same thing. I opened up the thread hoping for some good ol' fashion Letsrun jogger-bash, but no, instead I found responses that answered the OP's question AND not in a douche bag fashion. Oh Letsrun, you've rarely disappointed me, but this is one of those times.
