The Kenyans had an athlete dropped from the Olympic team because he hasn't had enough drugs tests out of competition.
Makhloufi trains in Spain and France and will have undergone regular drug testing by the Spanish and French anti-doping authorities since his last race. Wada and AIU also send representatives to test athletes wherever they may be in the world.

Obviously a person who races 3 times in 5 years and trains for long periods in places like Mexico and South Africa will not be tested as frequently as others.
