That’s not true. Grades are normalized so everyone passes. I’ve even seen where 50% is a “C”

Why do any of that when you could just give out A's to everybody. I think that would really boost GPA in Baltimore. While we're at it, let's print more money for them.
When you see these failing schools don't look at the schools, look at the parents. Kids will rarely succeed in school if the parents aren't an a tive part of their education. Not fully participating in your child's education is child abuse in my opinion.
And don't pretend the parents don't matter because we are talking about high school. The success of kids in high school is sewn in the early years while the base is being built.
That is a pretty crazy stat, and it's a pretty sad reminder how different schools and neighborhoods can be within America. I imagine the attendance rate isn't very good for a lot of the students who are failing. I know it's just a TV show, but all the kids from the Wire season 4 eventually stopped attending class...
The parents' genes are more indicative of the grades of the kids than their involvement is.

Follow the science. Two tall parents are likely to have a tall child. Two short parents are likely to have a short child. Two Asian people are likely to have a child that resembles them more than a white person. Two smart parents are likely to have a smart child. This is a basic fact of biology.

The governor isn't the one in control if Baltimore Schools. The Bethesda schools are great and also in MD so the governor can't be the common denominator.
It is the people, the kids and parents, most in control of their education.
Online education was a complete and utter disaster throughout the country and in many, many elementary and high school classes, most of the students did not even logon or if they did they were not actually paying attention. Grades plummeted. Baltimore was a case where the correlation of low socio-economic status dominated the city stats, making them even more dramatic perhaps than elsewhere. This was a COVID phenomenon. It's obvious that the teachers and eligible students need to get vaccinated throughout the country and head back to class.
