Also FWIW 1500m at 3:35 pace is 6.97m per sconds, not 6.7.

You have a poster who is absolutely convinced that the Monaco track is short, based on absolutely basic mistakes in grade-school arithmetic, even though those mistakes have been pointed out to him in several different threads. So not just an oversight - he appears to genuinely not understand that 3 divided by 6 isn't 2.
You should keep this in mind when you anoint him "MVP of the recent Houlihan doping thread." He's been posting about doping here for years, with the same tone of absolute authority, backed by the same complete lack of relevant knowledge. It's worth reading his post in the Houlihan thread on the history of where he acquired all his knowledge about doping (tldr version: Google).

It goes downhill for 6 meters every 400m which gives you a 2s advantage.

Monaco track material is a double layered Conipur Vmax.
The top layer has a resilient (stiff) surface, and the base layer, which is softer and more elastic, has embedded air-pockets that give the athlete the expended energy back after the compression.
