What I believe Malmo's saying, IMHO, is that ALL tracks are short if you measure right on the line or curb. The 400 m measurement is taken 20 cm from the inside of lane 1 for tracks with no curb; 30 cm from the curb otherwise.

...that malmo, always looking for the loopholes! I printed off that IAAF track specs page. Already knew that stuff. I'd say it's fair to measure as far away as the specs call for. Truth is, probably 75% of all runners in track races and 95% of all road racers travel farther than the nominal distance.
