The missing piece here seems to be what he has been doing for a living up until now - and how much that would have allowed him to train even he wanted to do more.
There would be a huge difference between say 60-80 hours a week minimum wage something immigrant black market physical job, and part time student in something non-physical within the Spanish school/university system.
Was he a student amateur when he ran 3:36? Is he a full time professional runner now that he's running 3.28?
If yes and yes - that's exactly the kind of leap lots of people are expecting to come from Cole Hocker soon enough.
