No, it can potentially get you signed at a mid major- and a walk-on/tryout at a P5. Get that mile down a few more seconds, and try to post a solid (sub 2:00) 800m as well.

Sign at a D1 school? Absolutely. High major? Sure. Scholarship money at a high major? No. Scholarship money at a mid-major? Maybe.
Your times are pretty close to ppl on rosters at this school as im sure you know. Reach out to coaches - don’t ask us, half of us are haters and trolls.

9:30 can reach high school times from alright schools? Get the heck out of here. Only about 25% of D1 runners ran a sub-9:30 PR in high school, and that might be generous. I ran D1 and was all-conference at a top 7ish conference with 1:58/4:40/10:02 high school PRs.
Closer to 50% of D1 guys ran 9:30 in high school

Post some decent times and placings your Senior year (5th at State XC meet for example) might get a lot more interest from mid-major D1 schools that still have some room on their teams.
Why would somebody want to run D1 with those times? They will never get to an NCAA regional track meet. They will never get to compete at the real D1 meets at Stanford, Iowa State, Notre Dame, etc. Go D3 and at least be somewhat competitive. Those times won't get you top 7 on the best D3 teams.
