So far have finished 1.5 months of my summer base building phase. Up to 50 miles a week. Want to introduce a little 1x per week workout. Which would be most beneficial in this current phase. 20 Hill repeats or 20 200m track repeats?

If you're preparing for XC , then hill repeats. But you can certainly alternate workouts.
These are both regular Ingebrigtsen workouts. I would alternate each workout every other week. The greater variety of training stimuli you can get, the better. Make sure you know the purpose of each workout. You will need more recovery in between hill reps as you want to add leg strength without going anaerobic. The 200s can be done with a 100 walk in between, and the goal would be to stay smooth.
Most on here will say why not do both. If that doesn't sit well with you, then do both in the same session. Some do the hill repeats first (10 max), followed by some 200 meter repeats on the flats. Others reverse the order. This way you're spreading the stress around. I know I'd be flirting with an injury if I tried to bang out 20 fast repeats on the track.
In a typical Lydiardian build up, hills are in base phase, so this would be a good time to add them.
Shorter is credited with saying "Hills are speedwork in disguise". But IMHO they have additional training effects and are more beneficial than 200 repeats (on track).
If you're going to bang out showy 200s, they'd be in Sharpening.
Is there a rule against attaching a helium balloon to yourself while running a road race?

Mark Coogan says that if you could only do 3 workouts as a 1500m runner you should do these
Red Bull (who sponsors Mondo) calls Mondo the pole vaulting Usain Bolt. Is that a fair comparison?
