Definitely not, I work at a school with an adidas contract. We are able to get non custom running shorts with liners for the men.
Look for shorts with high inseam made specifically for running/racing. A lot of generic athletic shorts don't have liners.
My preference has moved to finding the best athletic semi-compression boxers and wearing them with unlined running shorts. As far as managing chafing, it seems to work better than either having the compression liner attached to the shorts or lined shorts.
I used to really like the Nike liner, but a few years back they changed it in a way I can’t stand.
When the inseams of my lined shorts wear out making the shorts no longer serviceable, I cut the liners out before tossing the shorts. I reuse the salvaged liners with unlined shorts.
Reduce, reuse, recycle. All climate change warriors should be taking such actions if not already doing so out of pure frugality.

i like the concept but you are vastly overestimating the sewing skills of your average modern person. unless you have an easy method for the layman you would care to share? usually the waistband is the first thing to wear out for me.
also OP, no idea what you're talking about. pretty much anything sold specifically as a running short will have a liner.
I haven't worn shorts with a liner in at least ten years. They were either too loose, too tight, bunched up, or chafed. When I do buy shorts with liners, I cut them out before the first run and replace them with technical fabric boxer briefs.
I can wear old shorts, new shorts, winter shorts, etc. and always have the perfect fit.
TJ Maxx has Adidas, Puma, New Balance, Under Armour, RBX and more at 3 for $9.99 or $12.99. I've tried them all. Fit is a personal preference, but I prefer the Puma.
In summer when it's hot, I'll wear Asics ASX briefs. They're a bit pricey, but they will last a long time if you don't put them in the dryer.
Cutting the liner out is rather simple, you actually cut off the outer fabric of the shorts, leaving the waistband attached to the liner. You don't actually have to sew the reused liner into the unlined shorts. Just wear them together.

This was my thought. The only brand of running specific shorts without a liner that I have seen are from PATH Projects (it sells the boxer briefs/liner separately).

Why anyone would wear anything other than half tights is beyond me.
I have a pair of Nike with no liner. I can’t remember what they’re called, but the new ones that look like them have liners. I also had a pair of new balance with liners, but they never fit well so I gave them away. But I haven’t seen shorts with no liner in a few years. I go to Ross any chance I get and always scope out the adidas and Nike store. There’s some off brands with no liner, but I’d rather pay they extra few dollars for a quality name.
If anyone knows a name/model of 5” shorts with. No liner, that would be great. I remember liner shorts were like $45 and without were $35. Pointless to pay $10 more when you’re just going to cut it out,

No, not a trolling effort. I guess I've been shopping at the cheap spots like Marshall's, TJMaxx, and even Macy's. Thanks to all you helpful folks at Letsrun, I just grabbed a few pair of lined Nike shorts from Dick's, although I must say that even there the selection was extremely limited.

Pretty much every pair of running shorts I’ve ever seen has a shorter regular balls-n-butt brief-style liner.
