You are effectively proposing the creation and enforcement of international law on this issue. If we can't even get countries to agree on standard protocol/treatment for the most obvious human rights abuses and crimes, what makes you think anyone is going to prioritize catching this tiny population of athletes (those who actually even run fast of course)?

They do test for testosterone, during drug testing at major events.
How weird that people have to be in or out based on natural physical conditions beyond their control. Equally strange that while enhancement drugs are forbidden, those governing the events would require people to take drugs to lower a natually occurring hormone. So don't take unfair advantage by using drugs, but if you have a natural advantage take drugs to reduce it. Why don't they just choose classes based on testosterone levels? Any other way prohibits some people from participating. Is the concept of the olympics to find the fastest at agiven moment in time among world athletes? How unfair to ban people from competition because of how they are naturally. The Greeks would have been puzzled by this. They created the concept of Amazons, women warriors as powerul as men. These intersex individuals are not women and not men in terms of their chromosomes. As the term intersex implies, they are a mixture of both and were born that way. From the moment of conception, from the standpoint of comparing them to a non-intersex female, they have had male androgens at play that make them stronger and faster than other females. They have likely always excelled at sports with other women that require such physical attributes and a few ultimately choose to become athletes. That really lets their genetic gifts show how much better they are than a non-intersex female. Everything about their physique, power and endurance are at levels that put them on a different playing field than non-intersex women. Their bodies have been bathed in androgens their whole life and to temporarily reduce their level of testosterone and think that it will create parity with other women would be ludicrous. This is what an intersex woman does to non-intersex women. They need their own division IMO.

These athletes are not "out". They are free to compete in categories in which the testosterone level does not have a limitation. In the case of T&F, this appears to be the men's division.

There shouldn't be exceptions. If at birth you have a vagina then female/a penis then male. If someone has had a sex change they must compete in their gender they were born with. That's only fair. They are not banned from competing. They are banned from competing in the protected women’s category because they are XY.
Did you see the women’s 800 final in Rio?

Lol I think you need to look up the word hypocrisy. The illegal one is when it helps performance.
It will be unfortunate if either of these athletes make it into the 200m final and exclude biological women from participating.

The hypocrisy you decry can be eliminated at a stroke by having all athletes compete in a class with those whose "natural" performance is influenced by the same biological background. See how simple the world can be if only given a chance?
No XY intersex athletes with high testosterone will allow Felix to medal in the 400 (good for her I’m a fan of all US athletes unless they dope or are a horrible person). Internet outrage warriors are complaining about XY intersex athletes with high testosterone being banned 400-1500 but will celebrate Felix medaling, which will be made possible by the XY ban.
Of course the internet outrage machine doesn’t watch track and field (as most of them are unhealthy weirdos), so they don’t care about women’s track and field. In my opinion, we should either
1) have an XX division and an XY division in track and field
OR
2) have one open division and essentially end professional women’s track and field.
I would prefer option 1, as we don’t have men’s and women’s divisions because of “gender norms” we have them because those with XY chromosomes have a large advantage over those with XX chromosomes.
This coach knew as soon as he discovered Masilingi and Mboma that they were DSD. But he saw an opportunity to make quick money before IAAF ruled the two athletes ineligible.
