When I ran in the USATF junior olympics, I was made to run a heat BY MYSELF when there were only 5 runners in the previous heat. The explanations from the official was that "this is the Junior Olympics here, rules are rules." Smh.
The purpose of the three rounds is to ensure only those who can cope with three rounds qualify.
Cope with what? They all practically stroll the first round, you saw it,,,one guy gave up and waved goodbye to the crowd and got in anyhow.
