Who cares? If she gets out in front of everyone, this is fine and what you need to do to be competitive from the outside lanes in a championship race.

Yes, MaClean "cutting over" meant that she ended up physically in front of Simpson, Osika, Hiltz, et. al. who had better lane assignments off the line. To avoid that situation, the runners on the inside lanes needed only to get a faster start than Heather MaClean, who beat them for position despite having to cover more ground. It's defies common sense to argue that it's somehow against the rules to run out in front of them when every athlete in the field had the opportunity to get a good jump off the gun.
Has Simpson complained? She knows the drill. A huge pack all tried to jockey for position behind Purrier, McGee was the only one who really committed to it and everyone else jostled for position behind them.
