Honestly I would be surprised if that was the true risk reduction
It has generally appeared that the vaccine decreases the relative risk of infections <symptomatic infections<hospitalizations<deaths.
I have tended to view it as making the probability of any negative event 1 standard deviation less likely to happen .
That makes sense if you view the vaccine as resulting in some variable fraction being multiplied by the maximum viral load an individual will reach.
