For starters, these schools have the potential to offer the same amount of scholarship (within the rules). But while the P5 and G5 are largely fully funded many schools in the other 21 DI conferences are not. Don't know about SFA and NCA&T, but I suspect they are fully funded or close to it.
But the nations are going to command full rides, and with when the cost is equal they opt for big schools. On top of that, many high level, second tier type athletes opt to pay more and take small offers from a P5 as opposed to a big offer from a Southland school.
I am not saying there is anything wrong with this, but it makes what SFA did very impressive, especially when you consider that they recruit and scholarship more than just sprints.
