It fundamentally changes the way a sprint race is run. A 100m race is a race that is run out of blocks, and starting mechanics are a huge part of the event. A 100m without blocks is essentially an entirely different event from a 100m run out of blocks. This is akin to deciding to throw softballs instead of discuses and declaring that there's no problem because everyone is subject to the same change.
