It got cold enough to kill 21 fit runners who thought that they could tough it out. It's not like you can speculate that they could have pushed through if they were tougher in a close call event - the end result is already evident. You'd similarly probably be a victim if you had been in the race.
Most of us didn't know these people personally, but Jing Liang, the three time winner of the race, was someone I had heard of from reading IRunFar. It hit me the same as if the runner was a famous American runner (say, Jim Walmsley or Zach Millar) that had died in a race due to extreme weather.
