Notables I don't find especially funny:
Jerry Seinfeld (I mean, I DO like his standup, and he does have some funny bits, and his TV show was the best ever, but I'd say he's more polished than funny)
Kevin Hart - Meh
Dane Cook - Worst famous standup ever
Jim Norton - Too creepy and a bit gross for my taste
Chris Rock - Back in the day perhaps, but his appeal for me hasn't held up
Katt Williams - Meh
Joe Rogan - He should stick to podcasts and MMA announcing. His standup is painfully bad
Ron White - Ok in short bits
Larry the Cable Guy - Ok in short bits
Jeff Foxworthy - Ok in short bits
Bill Engvall - Ok in short bits
Dumb & Dumber
Mad TV
Saturday Night Live 20 years ago
Most Adam Sandler movies
The Airplane movies
Planes Trains and Automobiles
The Naked Gun movies
Probably Mad TV stands out the most because it was rarely not funny. And it was consistent for over 10 years. Too bad that isn't on tv anymore.
Current:
Bill Burr
Tom Segura
Nate Bergatze
Norm McDonald
John Mulaney
Once great (Not funny anymore, not performing, or dead):
Mitch Hedberg
Jim Carrey
Chris Rock
Eddie Murphy
Dave Chappelle
Bill Murray
Chevy Chase
Steven Wright
Sam Kinison
Joy Behar
Whhopy Goldberg
Katt Williams
Sinbad
Mitch Hedberg

Both are outrageously funny.
Steven Wright - a paraprosdokian genius. I was at Ding Ho's the night he was discovered by a Tonight Show producer in 1982.
Martin Lawrence - Not really funny, but I was his lifeguard in Landover, MD when he was 10 years old.
My list of writers rather than performers
Ben Elton and Richard Curtis (Blackadder)
Antony Jay and Jonathan Lynn (Yes Minister, Yes Prime Minister)
David Nobbs (The Fall and Rise of Reginald Perrin)
John Sullivan (Citizen Smith)
Andrew Marshall and David Renwick (Whoops Apocalypse)
Common thread: They all have a certain anti-establishment flavour.

How about Chandler Bing? Lol
Funny:
Tim Minchin
Eddie Izzard
Ross Noble
Taskmaster
Blackadder
Monty Python
Katherine Ryan
Stewart Lee
Mighty Boosh
Spaced
Richard Ayoade
Dave Gorman
Don't find funny, but that's just a matter of taste:
Steve Martin
Mr Bean
Chevy Chase
Jim Carrey (but did like Eternal Sunshine of the Spotless Mind)
Just aren't funny in the slightest:
Jim Davidson
Roy Brown
Bernard Manning
Most of my picks are already here (Chappelle, Robin, Eddie etc.) but I'll add Jonah Hill, Seth Rogen, and Chris Farley.

I'm with you on Steven Wright. He belongs on my list. "Everything in my apartment was stolen and replaced by an exact replica." (and many other pure gold lines)
Interesting about Martin Lawrence. I taught 8th grade when his show was popular, and man those kids loved him. I agree with you about him.
