It’s illegal to give this level of financial incentive for participating as a subject in experiments.
The vaccine is not FDA approved. It is being given under an emergency use authorization. In the medical setting we are not permitted to offer financial incentives of this size to enroll patients for devices, procedures or medication under EUA. Also we require significant informed consent even for $20 incentives.
Imagine if I offered a possible million dollar prize to anyone willing to undergo surgery. Not ideal. Unethical. Illegal in Ohio.
Also, the governor had a choice. But where he could not make a sound medical argument, he has appealed to greed and to the poor’s financial
need. People will be getting the vaccine now to get a free lottery ticket, not because they want it need it. It’s condescending.
Furthermore the governor is offering free tuition at a state university as a prize as well, which is appealing to parents’ financial needs rather than the child’s medical needs, especially given that the probability of illness and death from covid in a child is far less than the probability of accruing educational debt.
Very sad day for Ohio.
