If there is an easy way to do this via the admins, to keep both me and the athletes mutually anonymous, I will happily provide the funds for 6 collegiate athletes (3 M, 3 W) a pair of the Dragonflies. Seems like about $1,000 will cover it.

Well I'll be. So I see. Too bad.
I guess they say anyone who provides a gift to anyone is by definition a booster, and a booster can't give anything?
If NCAA prohibits it , just give them away to a high school kid.

Correct
This also goes for NJCAA rules too.
With that being said, one of my local running stores had an "inner circle" for college athletes to give them free shoes and gift cards.
Me being a coach, "I know nothing" if I'm questioned.
