Rural areas you could probably make it with a 53-54, 2:00-2:03, 4:30s,9:40s
However in Saint Louis and Kansas City it looks more like 49-50, 1:56, <4:20, <9:25

You don't know what you are talking about. There are no sectionals in MO that will require 156 or under 420 or under 925 to qualify for state.
The second sectional...district 3+4
Rock Bridge trio+Timberland duo...Hickman has a good miler/two miler, some fort zumwalt kid just ran 1:57. Thats all in district 4
That's without mentioning the horsepower in District 3. Francis Howell has a mile/two mile stud, lafayette and marquette always have good 800 and 1600 runners, Kirkwood, Parkway West, Parkway South, and Washington all have at least 1 kid that could be in the mix to qualify. Mark my words it will take those times to qualify. Maybe not in the sectional race itself, but the PR of those athletes will be at those times.
We're talking about putting every good distance team in Saint Louis into one sectional (except SLUH and Ladue) and then adding the best distance team in the state (rock bridge), and throw in a bunch of solo kids that can qualify.

I don't think he's that far off on the 1600...both sectionals he's referring to have 5-6 kids that have run 4:26 or faster. It's not unreasonable to think that in 3 more weeks that 4th place will be around 4:20.
I don't see those 800/3200 cutoffs being realistic though because it's unlikely the top seeds will all end up running a distance triple now that state is a one day meet. Not to mention that only 4-5 boys in the state have even broken 9:30....
In Florida there aren't minimum standards to qualify for high school states. In the past it was simply top 4 finishers at the regional meet. But since some regions are tougher than others there were complaints of good athletes being unfairly left out so they briefly switched to top 3 finishers at the regional meet and next best 8 across all regions. Due to COVID fhsaa have switched to a top 2 at regional meet advancing plus the next best 8 across all regions. Less kids qualifying.

The only sectional that could even come close to what he said is sectional 2 in the 1600m. My point is that the 4th place guy will not run under 4:20 in the sectional race. It is possible but I would bet money that it won't happen. Most of the best 1600m guys are in district 4 and I am sure many of them will also be running 4x800 legs. So I will stick by my statement that it will not take sub 4:20 to place in the top 4 at any MO sectional.
We have a lot of tactical races because runners participate in so many events at a 1 day qualifier but a multi day state meet. 9:10 guys run 10 minutes to qualify and 4:15 guys run 4:35.
