I'm not Sham69, but my beef with them is that they did not allow me to run on their track after practice was over. This was not the case before 2020.

Yes.
I haven't found a single track (even a dirt track) that is open to the public in CA. But I flew out of state on vacation a few weeks ago and easily found tracks to run on.

I entered the stadium as the kids were leaving, and they told me "you can't come in if you're not on the team."

High school students don't typically decide if a track is open to the public.
I suggest student athletes take part in one of Nick Symmonds challenge as a replacement for the cancelled Calif. state champs. You may get free run gum or one hundred bucks as a prize

I've seen different sites showing California with as high as the 11th most cases per resident of any state and as low as the 30th most cases. By what measure does it have the fewest cases nationally?

of late CA cases per resident are pretty low compared to TX, FL, and a few other states I quickly checked. It doesn't matter what happened 2 months ago.

CA currently has the lowest positivity rate in the country. It makes no sense for them to cancel. Does someone have a link to the announcement?

In CA football players sued the CDPH because of extreme covid policies, judge told them and Newsom that they must provide evidence that High School sports present more risk than collegiate and professional sports. They couldn't answer, so they settled and football got what they wanted. CIF cancellation of states appears to have no basis of evidence, science, or logical thought process, would track have a legitimate case against the CIF?

Yeah because they have to follow strict covid protocols so that they can get to a stage where their state championships aren't cancelled
