I like to look at HR for these. I rest down to sub 120 bpm which starts out at 3-4 minutes at the beginning of the workout and 5-6 minutes by the end. It sounds like a lot but I promise it goes by faster than you’d like haha.
The trick is to avoid running so hard you booty-lock cause that will derail your workout.
How many 400s should i be doing at 800m pace? 2, 3 or 4?

Shoot for three with 4-6 minutes in between. If you can muster another one do it, if not then that's okay.
3 to 4 with 5 mins rest is my standard. This is a REALLY tough workout.
3 x 400m @ goal 800m race pace, 4 min rest. This is a good peaking session and predictor workout. Don't make "goal pace" something ridiculous, or you'll bite it halfway thru the workout - just like in a real race!
OR
4 x 400m @ current 800m race pace, 5 min rest. This is a harder workout. Be prepared to get pummeled on the final 200-250m of the last rep. This session is good for late season, just before peaking.
I ain't no expert, so it ain't written in gold. But that's the best of my knowledge. Go for it man!
