The question of WHEN cancellation will be announced is closely related to HOW the announcement will be made.
The IOC will not cancel even though Tokyo is in a state of emergency, as it is now. If they are held, after the Games, where thousands get Covid, the IOC will simply claim that this was because “people didn’t follow the rules / guidelines.” And of course many of the athletes and others won’t follow the guidelines. It’s the friggin Olympics for heaven’s sake and the Games happen only once every four, sorry five, years. It’s a party, and that’s why the Japanese Olympic Committee has bought up 150,000 condoms…
Now, the Japanese medical and political authorities know that holding the Games means almost certain disaster for their own people. Japan has a relatively low infection rate. That rate would skyrocket after their nation is invaded by 80,000 very active visitors.
Tokyo, Kyoto, Osaka and other cities are now in a “state of emergency” with restrictions on movement, no alcohol served (LRers take note!), etc. That state of emergency is due to lapse next week, but will be extended, probably for another three weeks, in the first instance. Since only 1.3% of the Japanese population has been vaccinated against Covid, there is no way the infection situation is going to get better. It can only get worse, since about 120 million people are vulnerable.
So, the Games have to be cancelled for 2021 but above all, Japan must be allowed to save face. Neither the political class nor the Japanese people can be seen to be shutting down, turning away visitors, giving up.
So the announcement from the Japan Organizing Committee will be: “We have tried very hard. We have done everything in our power to organize a safe and secure Games. But our medical authorities have determined that we cannot protect the athletes, officials and the “Olympic family” if the Games go forward. Therefore, in the interest of saving lives, the IOC has agreed (whether this is true or not) to postpone the 2021 Games that were due to start on July 23rd. . We will be making an announcement about the future of the Tokyo Games shortly.”
Since they can’t be seen to be tossing in the towel too soon, my guess is that this announcement will come in the last week of June. It may even come in the first week of July. But it will come.
