and to answer the initial question, yes you can qualify. 20 off of the mile is a huge deal but you can do it, eat well, sleep long, and train smart. Most of all, get your mindset right. Now go smoke some kids!
Certainly would help if: 1) You are in a race with a bunch of 4:35 runners and 2)If part of your problem is that you really haven't pushed your body in a race and have yet to maximize your ability. 20 seconds off a 1600m race is a hard ask, but 15 years ago I had a female 1600m runner go from 5:39 to 5:16 at the state championships because she decided she wanted a top 5 finish, so she ran with the front pack and ran waaaay outside her comfort zone for the first time. Watching her run the first 800 in 2:35 (her PR in the open 800 was 2:34 at the time) was equal parts exciting and terrifying because while it was cool to see her compete with the best, I was pretty sure she was going to crash and burn on the last lap. She had nothing left for the final 100m and stumbled across the finish line in 6th, but it was a very cool moment.
I hope you'll have race help, but if you train hard, treat your body right and take a chance you might surprise yourself. You might also fall short, but being great doesn't happen by accident.
Good luck.
