Most high schoolers should be 56 or better at 400 if they are competitive at the distance events.
If you're talking sub 4:20, that sounds about right.
guys who got into running in their early 30s are usually confused when they hear that most 4:30 hs milers regularly run the 4x400 and split 54high-56low, and would barely be able to finish a half marathon

You dont need 50 flat speed for a 4 minute mile you could be a strength based athlete all you have to do is run 4 laps of 60 seconds you should never have to try and run anything quicker than a 56/7 to go sub 4 or your pacing has been horrible

My 13 year old son has only gone 66 for 400m but somehow is at 4:23 1500m and 9:33 3000m.

I can run a 62 but my mile is 4:31
I have run 56 in an open 400 (no relay splits) and my Pr is 4:26. Not sure what this says but I’m definitely close to the bare minimum speed. But in my defense I went out in 26 in my 400 and absolutely crawled the last 80. (It was my first and only 400).
for high schoolers, sham's original post is not really the minimum, but very very close to the norm. yes, i get YOU may have been running 100mpw for 8 years so you can run a mile not too far off from your workout 400 PR. that's why

I agree, 56 is a good baseline for competitive HS distance runners. The HS kids that I have seen run at or near 4:00 have been <50 sec. Guessing the range from 4:00 to sub 4:30 would be 50-56 sec 400 speed.
50 flat speed is rare for a top miler. Very nice to have and a good indicator of closing speed but running 400M flat out is different than kicking after 1200M of running hard. Your table is a total fantasy even though it appears to trend correctly directionally. If you define "success" as being able to run faster than say 4:12 which is good enough to win many state races and at least a place on the starting line of finals in the more competitive states you'd probably want 56 second or faster 400M speed - faster than that is great.
I'm not even sure that those runners who can close quickly really always have exceptional 400M speed. Most would probably say that a high school miler closing the last 200M in say 28 seconds is very "fast" because the balance of the field may be closing in 30 or 32 seconds
All that you do by publishing this type of nonsense about needing 50 second 400M speed is you discourage a lot of potentially strong high school milers from competing or feeling that they have what it takes to win
