Cold and dry. They get snow too. I'd just stay there from mid-April to about mid-October.
The Palouse area south of Spokane is one of the most unique and beautiful place in the USA, if you like rolling hills and farms.

Centennial Trail is a 40 mile paved trail system that runs along the Spokane River from Riverside State Park into Idaho.
Riverside State Park has a great trail system. So do the Qualchan Hills on the South Hill. South Hill also has good parks and boulevards to run on. Also good trails in the Spokane Valley with Dishman Mica Hills and Liberty Lake. If you live on the North Side there is Indian Painted Rock. You can have access to good running wherever you live. If I had to choose I would look at Manito/High Drive area of the South Hill or the Audobon area in the Northwest part of town. You really can't go wrong running wise.
It's a great place for running. Lots of nature, doesn't get too hot in the summer and doesn't get too cold in the winter.
The town itself feels kind of old and on the decline, more blue collar. But I'd love to have a piece of land with some views just outside and enjoy life.
Riverside State Park has tens of thousands of acres of pristine trails. Get out far enough and you won't see a soul. Slavin Lake refuge is nice too. The Centennial Trail is nice but gets kind of crowded. Lots of neighborhood runs on the South Hill.
The city was more blue collar, but it is one of the hottest real estate markets in the nation now (it happened almost overnight - I have 20-story condos going up on both sides of my office downtown). The county is very conservative, but the city itself is solidly blue if that matters to you (it should).
My impression of Spokane is the kind of place you'd expect a tumbleweed to roll by
