How about 3:18 and taking time to veer off course to chase a squirrel, and stopping and waiting because the dog got too far ahead of the time keeper? And still drops a 3:18 for a mile.

No matter how fast it was over 150, it is time to move up. That might have been the fastest canine 150 in history but just think how much talent is being wasted by not moving up to 300.....or 10K!

I got 10.7 for the dog's flying 100 (290-390m mark), which could have been faster since it slowed down at the end. The dog's flying 20m (290-310m mark in a 400) was 1.85. So it could probably run in the high 10s from a standing start.
