Umm... if you're running 50M per week and only racing 5 low in the mile you might want to consider running less volume and doing more quality workouts & getting good sleep +nutrition.
From my experience racing at a Canadian university, coaches won't look at you if you don't run sub 4:30 in the mile. Canadian university teams usually fit into the D2-D3 range with only a couple really deep teams D1 equivalent on good years.
5 minutes in the mile for college age males is... well... slow. If he shows commitment they might let him train with the team until he improves enough to make it on but racing for the school will likely have to wait.
