let me explain it to you (this info is from my coach, a hall of fame NAIA coach)
because the NCAA didn't want their runners losing to foreign athletes they instituted an age limit back in the _____ (i think the 70's) and because the NAIA didn't, those athlete then come to the US to compete in that division.
does that seem fair? we are basically protecting the better athletes (the NCAA runners) from competition.
no one is age cheating.
the NAIA is simply not making age a limit for college competition.

NAIA doesn't have age limitations. In fact, I don't the the NCAA does either, as long as you have not been to college before. In my late 20's was invited by a small school (NAIA), where I was a student, to run the marathon as my times were better than most. I declined due to other commitments . The coach saw it as a leadership opportunity for me and a learning opportunity for the rest of the team. I thought that was a healthy approach.
