As I said you'd have to address hundreds of years of history for that. The majority of the US wouldn't want, especially if there was some initiative by Obama.

How do you "fix" black on black homicides? There already laws to prosecute murderers. If black on black homicides can be fixed, we should also fix white on white killings.
