Per criminal charges or civil lawsuits. The NFL, as a private company, can decide whatever works within their framework of rules. They've never been entirely consistent before and can claim any shaky ground as precedent.
Watson, as a good (better than Johnny Football) not great qb (a notch or three below Mahomes, Murray, and Jackson), probably won't be heard from again if the league suspends him like they did Ray Rice. Pissing off a significant portion of your female fanbase isn't much easier to recovery from than pissing off a significant portion of your neocon white male fanbase (a la Kap). He's lost locker room credibility, to boot, a good portion of any team's roster would be disgusted by these things he's done as an adult male. This is an entertainment business and there's a definite line between the optics you can incorporate and those you should avoid at any cost.
Watson was the 2nd best QB last year. Please get your pedestrian QBs out of here.

It does seem a little fishy how the lawyer won't file criminal charges because he does not trust the Houston PD. Maybe that has changed?
Do I think he should be permanently be banned? No. After he serves any criminal penalties and/or suspension, I think he should be allowed back. We as a society have to let people make mistakes and improve on it.

All he's accomplished is take a team with decent offensive weapons and really good defense slightly further than Matt Schaub did. I had far better hopes, but then again it's probably O'Brien who kept the ceiling low for the quarterbacks and offense.

He, Herbert, and Mahomes are the big three of young QBs. They're all mobile, accurate out of the pocket with Watson especially so, Mahomet can get off a decent throw under heavy pressure and Herbert throws the best deep ball in the NFL. It's remarkable to have such talented QBs playing at the same time.

At any rate, Watson certainly isn't a dud, he's probably still got better potential than say Russ Wilson or Cam Newton. Unfortunately, I don't see him winding up in a much better situation than he had with the Texans. If he's suspended, the only place I could see him winding up is with the Raiders or the Jets. Maybe even if he isn't suspended or banned. No franchise wants to risk the blowback from touching a guy with weird personal problems like his, pun intended.
I looked at about a dozen post-season QB rankings articles and Watson was in the top 5 in every single one.
Maybe him being a great QB no longer matters.

I don't think Watson plays this year. Listening to the local Sports hosts here their ruminations have certainly changed. They kept insisting the Texans could trade him for a mother lode have now been replaced by whether he can play again. The latest lady who came forward seemed very credible, Buzzbee has damning IMs and now the police are involved. Things have taken a nasty turn for DeShaun.

Not a chance. Until he’s charged by law enforcement he’ll always have a place to play. The nfl has proven if you have talent then they will always take you back. Especially a talented young quarterback.
The only thing that would maybe change that is if there was video of any of his transgressions lol. Other than that he’ll play as long as he wants.
Think of how hard a$$ the nfl used to be when they banned Vick and he went TO FREAKIN PRISON!!!! They eventually let him back in the league but he had lost out on most of his 100 million dollar contract. Unreal.
