in some places, 60 degrees is pretty chilly. it is a matter of perspective.
and to answer your questions, I typically give them the option, because they're adults.
Who has this rule?
I know a lot of coaches that have this rule, especially for sprinters. For sprinters it makes some sense but for distance runners it's pure stupidity.
Aren't these kids 18-21? Maybe even 22?
Not sure trying to mandate what they wear for training is a good idea. Surely at that age they're able to work out when they're comfortable?
