Running a 4:30 mile requires some small amount of talent, yes. As you (hopefully) get faster you will eventually realize that there is something that other people have that makes them more special. No matter how many miles you do at 6:30 pace, no matter how hard your workouts are, no matter how well you recover, they will be faster. What is that difference? Talent. They work just as hard as everyone else, but they are also significantly more talented.
Hobbs Kessler, who just ran 10 seconds faster than your PR back-to-back, has astronomically more talent. He could make an Olympic or World team in his future, maybe. His workouts demonstrate that, at the highest level, talent is the most important aspect of running. There are millions of runners who could follow the same training and not get even remotely close to the times he puts up. The difference between him and his competition is talent. We know that those other kids at the top of the HS ranks are working just as hard as he is, but he crushes them. There is no secret formula or secret workout that makes him that fast.
