Being top 8 U.S. born as the old All-American (now 1st team) seems easy, there are tons of international athletes in the US, so under those rules you could be 13th place and be called All-American. Most people don't really care about 2nd team All-American, 2nd team doesn't get any hardware. I was 2nd team all-american, I just have a plaque that says my event and 2nd team all-america. The trophy is what matters, and that's only for top 8, which sometimes only contains a few Americans in it. Mantz was the first American to win cross country championships in a decade. There have been kenyan champs, australian champs, canadian champs during this time, as well as top performers from a bunch of other countries. The NCAA is almost like a world U23 championship
