Does this year count against a student athletes eligibility because of the pandemic both in the freshmen class and returning athletes from previous years?

cross country and indoor do not count against eligibilty. outdoor will.
so in essence, between last year's outdoor and this year's xc/itf, everyone has one extra year of everything,
while this may be good for the current college athletes, the unintended consequence is that there will be far less $$ available for incoming freshmen as coaches would rather re-sign a mature, accomplished, tested, and experienced athlete (whether from their own team or the transfer portal) than a high schooler that can't have an IMMEDIATE impact -
