Really? I am in the south and we call them access roads and frontage roads. Basically, they are roads parallel to busier roads that allow access to businesses and neighborhoods. They might go from one exit to the next, so the busier road doesn't have to have so many lights.
I am not talking about freeways or interstates, mind you, but just busier arteries in town. They are usually pretty decent running roads if you're stuck at a hotel or something. I run on them when I travel for work and find myself at a Hilton on the edge of town.
