I just want to protest the idea that Dallas in the upper 70s in October has better running weather than Duluth, Minnesota, high of 52. You have got to factor in Dallas's very high humidity. That far south is no good for running until November and especially December through near the end of February (early mornings are still good into May most years).
Tampa/St. Pete/Clearwater cannot factor in the title race because the weather, like in Miami and Orlando, is far too difficult to run in with the heat and humidity being remarkably uncomfortable from 8 a.m. to 8 p.m. at least from April to the end of October, because much of the cities is dangerous to run in because of traffic and horrendous drivers (all this applies to the major Florida cities south of Daytona Beach), and because you have to go too far to find parks to run in. Some of the best places to run, like Tampa's Bayshore, Clearwater's three bridges loop, or St. Pete's waterfront park, have zero shade.
I'd also have to defend Tucson against Atlanta for October running weather. Atlanta is still too humid in October to be nearly as comfortable as Tucson.
