Boys in particular start late because their parents want them to be more competitive and mature in school,
We as a community should report ages since it makes a difference in results, recruiting, etc.

We do. U20 is the only real category for younger runners at the world level. You are free to recognize anybody that that you want.

So parents hold their children back a year before starting kindergarten in anticipation of them being great athletes? It's extremely rare for a kid to graduate as a 19-year old and December 1st was the cutoff when I was in HS.
Where I live in the catholic schools you have a lot of reclassed kids
One of my cousins teammates was driving to freshman practice for lacrosse

Are you asking if people do that? Yes. Many parents start their children late because they want them to dominate in sports.
When I was in elementary school, I believe all park league sports were by school grade and not age. I started kindergarten at age 4. Playing Am. against some kids who were held back by parents &/or held back by academics. Once I was an adult, Pop Warner football went to over 125 lbs. and under 125 lbs. divisions. Due to held back kids throwing 85 plus m.p.h. fastballs, Little League Baseball, parents now have to bring youth baseball players' birth certificate to practice. I do not know how youth soccer is being run now, 14 years ago, youth soccer was categorized by school grade not age. One of my daughters' was age 4 in kindergarten and youth soccer for the early grades was co-ed. She was playing against 6 or 7 year old boys. The older boys & girls were too big. Age is far more fair than school grade.

At least in distance running, it doesn't happen. Cheserek was the only elite HS distance runner that I've heard of, that graduated as a 19-year old. Lukas Verzbicas accelerated his studies to graduate as an 18-year old.
People on LR often make accusations of nefarious behavior that are not supported by any evidence. A birth certificate is required before starting kindergarten so someone held back a year by their parents, would be placed in 1st grade.
If you check the Wikipedia bios for various professional athletes, you're not going to find many 19-year old HS graduates.
