The chance of a significant hurricane hitting central Fl in July is pretty low. Yes technically it is hurricane season, but the big ones normally won't ramp up until late August.
The average temperature in Central FL is only 2 degrees F degrees warmer than Atlanta, which hosted in 1996.
If Orlando held the games in July the expected average temperature would be identical to the average for August in Athens Greece, where the summer games were hosted in 2004.
So weather should not be a deal-breaker.
There were already 9 named storms by the end of July last year. Hurricane season is changing rapidly due to global warming. During a non-pandemic year, you could roll the dice on having to evacuate an entire OG. But during a pandemic, taking that risk is completely reckless as it would completely bust any effort to bubble the games and expose millions.
I am from Atlanta and spent a few summers in Florida in July. Once you get away from the ocean, the heat and humidity in Florida are way worse than Atlanta. If you are going to do a last minute fire drill on the Olympic Games, you should at lest pick a location that will have reasonable weather.
