The answer to both of your questions is "yes." An outdoor track can definitely be snowplowed, but doing so will damage the track.

Set the blade three or four inches above track surface. Then remove blade and attach a brush, the same brush used to remove snow from a football field without destroying a football field.
Depends on whether your track is still under warranty. If so, installer will not cover damage. If not, use a snowblower, rather than letting some groundskeeper come on with a truck and front plow. They normally go too fast, set the plow too low and needlessly gouge either the track or the infield grass.
With a snowblower, you set the front scoop about .5 or 1 inch above the ground and then take your time going around the track. Best bet is to start in one of the middle lanes and blow either towards the inside or outside of the track, depending how much room you have for snow. Then keep going towards the side your are blowing to, as the snow will then not pile up where you blew off snow previously before.
Light, fluffy snow will move easily, but wet, snow becomes a bear and takes a long time, sometimes it is so wet on the bottom, you just end up with slush coming out of the blower.
It is also important to get the snow off as quickly as possible, so the snow doesn't start to melt and then freeze overnight. I also found it helpful to snow blow earlier in the day, so the last 1 inch or less has a chance to melt during the rest of the day, hopefully, as the sun shines.
I used a snowblower for 4 years and never had one issue with damaging the track. The track was an all weather track.
