Although, a record is objectively a better achievement. This is the kind of thing that most of us never need to worry about.

Well, Steve did win a World Champs gold medal, which in my eyes - but probably not the general public - .is equal to an Olympic title. And, he won a pile of European and Commonwealth golds.
Interestingly, in other sports certain records are revered more than gold medals. Take the cycling one hour record, that is worth a bunch of Olympic gold medals.

True. Also, if you consider that eras resulting in records are skewed by drugs and technology, then the records lose meaning.
The medal always signifies a win over the competition, which presumably occurred in a fair race where all of the competitors had the same "advantages" of the era.
