He's unlikely to win or get a medal in something more prestigious than European level on 1500m-5k. And I doubt he'll improve on his currents PR.

His current problems seem to stem from injury. Moving up would only move him from a mediocre track guy to a mediocre road guy. He needs to get healthy and build back up to be competitive at any event. Although 5k/10k should probably be his focus instead of 15/5k
he'd be solid
I don´t think Henrik (or Filip) has the high aerobic capacity as Jakob has.
So I agree with Jgt11 that Henrik should stay where he is trying to get healthy.
But he is turning 30 this year so it might be difficult to come back to his former level, especially in the 1500m.
No. He’s a middle distance runner, for sure. The truth is, he’s a bit past his prime, and even if he gets healthy, he will probably always be a 3:31 man who made a few global finals. There’s plenty of prestige in that, just because Jakob ran 3:28 and Filip ran 3:30 does not make his accomplishments lesser. Gjert became a better coach over time so who knows, maybe if Henrik had the benefit of a more experienced Gjert he may have been the one to run 3:28. As he recognized himself, it is time for him to move on with his life and not let his brothers’ accomplishments discourage him.
